Mark Holloway, J.D. Lockton Senior Vice President Director of Compliance Services Certified Employee Benefits Specialist Mark Holloway has 20 years of experience in health and welfare employee benefits. He provides technical advice related to health and welfare benefit plans to Lockton Benefit Group professionals and their clients throughout the country. His expertise is in a variety of compliance- related issues including COBRA, HIPAA, Section 125, discrimination testing, FMLA, state insurance laws and legislative and regulatory issues at the state and federal levels. Prior to joining Lockton Mark was a Senior Vice President in Aon Consulting Health & Benefits Division and served as a Senior Vice President in Aon's Research & Technical Services Division. Mark is a well-known and frequent speaker on many employee benefit topics. He was a keynote speaker at the 2005 Health and Welfare Plan Management Conference for Mid-Sized Employers. He is a perennial speaker at the HR Southwest Human Resources Conference in Fort Worth, Texas, which is the second largest human resources conference in the nation. Mark has written a number of articles and is a member of the editorial board of advisors for the Benefits Law Journal. His most recent article is New Laws Expand Mental Health/Substance Abuse Parity, Extend Coverage for Ill College Students, which appears in the spring 2009 edition of the Benefits Law Journal. Mark also served as the co-author and editor of The Coordination of Benefits Handbook, which is published by the Thompson Publishing Group. Mark received his undergraduate degree, Summa Cum Laude, from Hartwick College, his J.D. from Wake Forest University, and his L.L.M. in Taxation from Villanova University Law School. He has completed the Certified Employee Benefits Specialist (CEBS) program sponsored by the International Foundation of Employee Benefit Plans. Kristy Washington Senior Stakeholder Liaison Specialist Small Business/Self-Employed Division Internal Revenue Service Kristy Washington works with the tax professional community interfacing between them and the Internal Revenue Service. Washington also has an on-going relationship with the small business community educating them on products and services the IRS has available. Washington joined the IRS in 1987 as a Taxpayer Service Representative in Oakland, California. In 1989 she was promoted to a Taxpayer Service Specialist and relocated to Detroit, MI. In 1991, she joined the staff in the Office of Public Affairs, as a Public Affairs Specialist, and then later was promoted to the position of Electronic Filing Coordinator. In 2000, she joined the Taxpayer Education and Communications Unit, and in 2005 was promoted to her current position. Washington completed the Senior Management Readiness Program with the Internal Revenue Service through the Office of Personnel Management in November 2007. She also holds a bachelor’s degree in Criminal Justice from Western Michigan University. Moderator: Alaina Scott Alaina Scott joined Tire Business and its sister publication Rubber & Plastics News in Akron Feb. 1, 2010, as the Web site coordinator for both publications. Alaina, who most recently served as channel manager for Advanstar Communications Inc., graduated in 2005 from Kent State University with a bachelor's degree in newspaper journalism. She began her career as a county government and education reporter for the Lancaster Eagle-Gazette near Columbus, Ohio. She moved on to work as an editor for The Legal Description, a Richfield, Ohio-based trade magazine for title insurance agents, where she wrote and produced Web casts, Webinars and stories for the print edition. After leaving that publication, she began working for Advanstar as senior editor for Drug Topics, where she monitored and reported on analytics and wrote daily stories for the publication's Web site and monthly print issue. In 2009 she became channel manager for the company, where she was responsible for growing Web site traffic, managing content relationships with freelancers and content partners and determining tools and online programs to best serve the publication's audience.
