SPRINGFIELD, ILL. (Nov. 30, 1:35 p.m. ET) — Lawmakers in Illinois were unable to override Gov. Pat Quinn’s veto of a bill that would have banned plastic bag bans in the state, the GateHouse News Service reported.

The bill also would have set up a plastic bag recycling system, forcing manufacturers to reach various recycling goals in the future.

Senators passed the bill 24-23, but fell far short of the 36 votes need to override the veto, the news agency said. Quinn vetoed the measure in August after Abby Goldberg, 13, turned in petitions to the governor requesting the veto. She was pushing for a plastic bag ban in her hometown of Grayslake, Ill.
