The Philadelphia-based group, which develops voluntary standards for materials, products and services, cited Blair for his leadership and contributions to standardization. He has held numerous ASTM offices and is active in the International Organization for Standardization, Underwriters Laboratories Inc. and the Society of the Plastics Industry Inc. BONAR INC. - Jim Heilig, president and chief executive officer, was named group chief executive of parent company Low & Bonar plc of Dundee, Scotland, effective Oct. 1. He succeeds Jim Leng, who is leaving the company. Heilig also replaces Leng as chairman of Bonar.
