VANCOUVER, WASH.-Officials in Vancouver, Battle Ground and urban Clark County, Wash., are hoping Plasticula, a friendly vampire, will help educate residents about what containers can be recycled at curbside. The American Plastics Council of Washington, D.C., helped launch the education program April 1. Plasticula urges would-be recyclers to ``check the neck'' to see if the container is among those collected at curbside.
