WASHINGTON—The Congressional Black Caucus sent a letter July 16 to the Environmental Protection Agency opposing Shintech Inc.'s proposed PVC plant in Convent, La.
The letter urges EPA Administrator Carol Browner to block the plant because it said the area is ``over-burdened by toxic facilities'' and Louisiana officials have a pattern of siting industrial facilities in minority communities.
About 95 percent of residents within a mile of the plant are African-American, according to the letter.
Shintech officials have said they chose the location partially for its deep-water port access. Louisiana officials have issued some permits for the site.
