ARLINGTON, VA. — The American Plastics Council has chosen a new firm to direct its $21 million advertising campaign, the first time in seven years the Arlington-based trade group has switched. Grey Advertising in New York was selected, replacing D'Arcy Masius Benton & Bowls in Troy, Mich. APC officials had said they wanted new ideas and help on keeping costs down.
